Description
STATEMENT OF WORK:
  • C. PվƵ is soliciting for subcontractor proposals.
  • The contractor shall provide the complete design and subsequent construction of a new 350 space parking structure.
  • Three parking levels to be provided to park approximately 350 cars.
  • Construction will be on an existing parking lot with expected loss of 100 spaces to construction.
  • The project also includes the demolition of a deficient temporary building, Building AB-5, AB-6, and AB-7.
  • The interior parking deck levels are not completely enclosed; therefore, the interior drain inlets, including the roof level will be provided and connected to a storm drain system and piped to the two proposed bioretention facilities for storm water treatment in compliance with the Contra Costa County and State Water Boards requirements.
  • Roof level parking deck will discharge storm (ST) water to the North side of the building and will drain to a retention pond.
  • The structural design system is anticipated to be a cast in place concrete structure.

Instructions to Bidders:
  • Assume NTP by September 2026. Project duration: Design and permitting 8 months and construction of 12 months. Demo and some civil work to overlap with some of the design milestones. Proposals shall be valid through end of construction. Assume end of construction of March 2028.
  • Buy American Act Requirements – Construction Materials, reference FAR Clause 52.225-9.
  • Tax: It is solely the responsibility of the offeror to include all state and local sales or use taxes for construction materials, and all other applicable taxes, in their bid or proposal price. Special note regarding FAR 52.229-3 Federal, State, and Local Taxes.

California’s Prevailing Wage Law (SB 854) requires contractors to pay specific wage rates on public works projects, under Labor Code, Section 1771.4. Subcontractors must be register with the California Department of Industrial Relations (“DIR”) to perform work under Labor Code Section 1725.5. Contractors must register at: http://www.dir.ca.gov/Public-works/PublicWorks.html
Per the “Davis-Bacon Act”, the federal government requires contractors and/or their subcontractors to pay workers employed directly upon the site of the work no less than the locally prevailing wages and fringe benefits.
