Description

Construction of the CP361 Renewable Energy Improvements Project at the
Monterey One Water Regional Treatment Plant. Work involves replacement of digester gas piping and
gas safety equipment and associated supports, replacement of two access roof hatches (cover and
frame) on each digester with provisions for concrete repair, recoating interior headspace of each
digester, concrete repairs to the four digesters and digester building, installing new level measurement
device on each digester, installing five linear generators (purchased by M1W with an expected delivery
date of approximately September 2028. Contractor shall coordinate the exact delivery date with
manufacturer/supplier (Mainspring Energy, Inc.) and M1W.) and associated electrical, installing biogas
conditioning equipment and RNG Upgrading system, installing a RNG injection pipeline from the RNG
upgrading system to PG&E鈥檚 injection station, replacing steam boiler and steam system appurtenances
with heating water boiler and hydronic system, replacing existing waste gas flares with new enclosed
flares, demolition of the Cogen facility and appurtenances, and other civil, structural, mechanical,
electrical, demolition related improvements.

 

The Work under this Contract is to be completed as follows:
Substantial Completion 1,140 Calendar Days (from Notice to Proceed)
Final Acceptance 1,200 Calendar Days (from Notice to Proceed)
Milestone A (as defined in Section 01140) 50 Calendar Days (from Notice to Proceed)
Milestone B (as defined in Section 01140) 225 Calendar Days (from Notice to Proceed)

Mandatory Pre-Bid Conference and Site Tour: July 8, 2026 at 10:00 AM

A mandatory Pre-Bid Meeting and Site Tour will be held at M1W Regional Treatment Plant Conference
Room, 14811 Del Monte Blvd, Marina, CA 93933 on the following date(s) and time(s): July 8, 2026, at
10:00 AM. A sign-in sheet will be available until commencement of the pre-bid meeting only.
Attendance at the entire pre-bid meeting and site tour is mandatory for bidding. Bids received from
contractors who did not sign the sign-in sheet and attend both the meeting and project site tour will be
deemed non-responsive and may be returned to the Bidder unopened. Attendance by Subcontractors is
not mandatory, but all interested prospective Subcontractors are encouraged to attend.

Requirements
LOCAL HIRING REQUIREMENT All Bidders must comply with M1W Ordinance No. 2004-02, which sets forth the requirements regarding the Local Hiring Requirement for Public Works Projects. A copy of M1W鈥檚 Local Hiring Requirement Ordinance is available upon request. Bidders are responsible for familiarizing themselves with the contents thereof before submitting a bid. Bidders shall make a good-faith effort to hire qualified individuals who are residents of the Monterey Bay Area (Monterey, Santa Cruz and San Benito Counties), in sufficient numbers so that no less than fifty percent (50%) of the Bidder鈥檚 total construction work force for the Project, including Subcontractor work force, measured in labor work hours, is comprised of Monterey Bay area residents. This same requirement applies to all Subcontractors.
Availability
The Contract Documents will be available electronically, at https://vendors.planetbids.com/portal/79520/portal-home. To the extent required by Section 20103.7 of the Public Contract Code, upon request from a contractor plan room service, M1W shall provide an electronic copy of the Contract Documents at no charge to the contractor plan room
