]]> Regional Surface Water Supply Project

2024 | Water/Wastewater | National Award of Merit

The Regional Surface Water Supply (RSWS) Project provides water from the Tuolumne River via an existing infiltration gallery, a new intake structure and raw water pump station and pipeline, which is treated at a new water treatment plant and delivered to the cities of Ceres and Turlock for municipal and industrial uses. The project delivers a long-term, sustainable water source that will allow for integrated use of groundwater and surface water.

Collaboration at the Heart of the Project

Stanislaus Regional Water Authority (SRWA) desired a collaborative process while using the BVDB model. This was communicated early by the SRWA team and reinforced through early engagement with the design-build community, distributing draft procurement and contract documents for review and input, and establishing and encouraging two-way communication. This level of collaboration continued throughout the project. When issues arose, particularly during the pandemic, the entire team came together to do what was best for the project. The best solution for the project was always put first by all parties.

The RSWS project created a drought-resilient, diverse and quality water supply to the surrounding community that also benefited agricultural areas nearby. The project provided environmental benefits to aquatic species in the upper reaches of the Tuolumne River. The team included Stanislaus Regional Water Authority (Owner), Jacobs (Design Build Engineer), West Yost (Owner Advisor), Key Specialty Contractors: P站视频, Mountain Cascade, San Joaquin Electric.

Of that, approximately 0.8 billion gallons of wastewater goes through additional treatment to become recycled water for use in irrigation and fire protection. The plant’s solids undergo thickening, stabilization, and dewatering before being transported offsite to use as landfill cover. This project consists of the rehabilitation and upgrade of the primary and secondary wastewater treatment facilities. Work includes mechanical equipment replacement, structural concrete repair and coating, electrical motor control center replacements, and PLC consolidation.

The expansion project expands the WWTP using membrane bioreactor (MBR) technology to increase the current capacity of 8.5 MGD to 11 MGD to accommodate planned growth in the cities of Gilroy and Morgan Hill. Construction of a new membrane bioreactor complex includes a new headworks, solids dewatering and electrical buildings. The MBR process includes new structures for oxidation, membrane equipment, blowers, utility/WAS/MLT pump station, chemical facilities and emergency power.
